1. Exact Match First: When user task directly corresponds to a Skill, use it directly
2. Role + Scene Matching: Narrow down by user role and task scene
3. Multi-Skill Combination: Complex tasks may need chaining multiple Skills (e.g., "Brainstorm" then "PRD Writing")
4. Honest When No Match: If no suitable Skill exists, tell the user directly rather than forcing a match
